In most cases, a regular driver's license is sufficient to drive an RV rental. However, if the RV is large (e.g. over 45 feet long or you're towing something weighing more than 10,000 pounds), a special or commercial license may be required. One-way rentals are generally not widely available with private hosts, although some do offer that option. It's usually easier to arrange one-way rentals with commercial RV rental suppliers.
